Canada has 10 provinces and 3 territories, and each individual province has their own economical and geographical needs. The Provincial Nominee Programs are aimed at those who have the skills, education and professional experience to address the specific needs and contribute to the economy of a specific province or territory.
Each province has its own programs, or “streams” that target certain specific groups of people, with their own set of rules, depending on their own needs. Some streams might be available frequently, while others may open only once in a while.
Once you apply to immigrate to Canada via a Provincial Nominee Program, you must show intent in living and working in that province, with the long lasting interest of contributing to its economy and society.
Upon being approved by a provincial government, you will receive a nomination certificate. This nomination will allow you to submit an application for final consideration of the Federal government of Canada.
How do I immigrate through a Provincial Nominee Program?
Before you can decide on how to immigrate to Canada through a Provincial Nominee Program, you must learn about what each province has to offer in terms of infrastructure, industries available, weather and life-style.

No matter which province you intend to live in Canada, as a part of the Provincial Nominee Program (PNP) process, your application will have at least two stages: the application process at the provincial level and, upon nomination, the submission at the Federal level. No matter what province you choose to apply for, you will need to go through a medical exam and get a police clearance (certificate) before your permanent residence application can be completed.
Each Provincial Nominee Program (PNP) determines the streams and application process that you will follow in order to receive a nomination as well as how to proceed right after the provincial nomination is issued. There are two types of application to consider: paper-based applications and online applications (through Express Entry).
Paper-based Applications
On a PNP paper-based application, if you meet the eligibility requirements of the province of your choice, you will apply to the province for nomination under a non-Express Entry stream. Once you have been nominated, you will be required to submit a paper application for permanent residence to IRCC (Immigration, Refugees and Citizenship Canada). Paper based applications processing times are usually longer than online applications.
Online applications through Express Entry
If you meet the eligibility criteria for the province or territory of your choice, you must submit your express entry profile and follow the instructions to apply for the provincial nominee program of choice.
To apply for a Provincial Nominee Program (PNP) through the online Express Entry process, you either:
● Contact the province or territory and apply for a nomination under an Express Entry stream
OR
● Create an Express Entry profile and show the provinces and territories you’re interested in, then, if a province or territory sends you a “notification of interest” to your account, you can contact them directly and apply for their program, following their specific guidelines.
In both cases, if you’re nominated, the province will assign 600 points to you through your account, and you can accept it electronically. After you accept the points assigned for your nomination, you will have enough points to be selected on the next Express Entry draw so that you can send your online application to IRCC.
